Not marked but I believe it is an early style Perko Clamp On Fishining Rod Holder.  Chrome plated brass tube with bronze clamp hardware.  Mounts vertical and horizontal .  For 7/8 to 1" diameter rails.  Must drill center hole for this style rod holder.
